Your telegram of the 16th. January the Canadian Pacific Railway Company desire Chinese to sign on "Talthybius" articles for transfer to "Empress of Russia" in England. Canadian Pacific Railway Company represent that there is nothing to prevent in Lerchant Shipping Act similar transfers approved on former occasions. Canadian Pacific Railway Company protest against

refusal to recognise agreement with the crew which is in accord-

-ance with precedent. Telegraph reply please., with least possible
